For the second time in as many months, charter-school activists rallied Oct. 19 to expand their networks. While smaller and less star-studded than the group’s Sept. 28 rally in Brooklyn, thousands of teachers descended on Foley Square to call on the city to double the size of the charter sector to 200,000 children in the next four years.
