An Old Argument Over Policing Is Fuel That Lights Up 'First' Debate

More than an hour had passed in the first televised debate among the eight Democrats given some shot at becoming Bill de Blasio's successor without visible signs of blood or passion when Maya Wiley, during a round in which candidates could question one of their rivals, reached back to an issue that had last been a raging controversy in the 2013 mayoral race. 

She began obliquely, saying to the Brooklyn Borough President, "Six-hundred eighty-five thousand people, 85 percent black, 88 percent innocent."
