John Samuelsen, the international president of the Transport Workers of America, resigned in protest from the panel tasked with issuing congestion-pricing proposals hours before it issued its final recommendations last week.
Samuelsen charged that the MTA “had failed to meet the moment” for not sufficiently prioritizing increases and improvements in public transit before it institutes the traffic-reduction tolling plan sometime next year.
