Among the 157 promotions made by Police Commissioner William J. Bratton Aug. 1 were 10 officers who had been severely injured on the job. The NYPD also promoted its first set of Lieutenants since a dispute arose over the fairness of the exam for the job.
The injured officers were Dets. Eder Loor, Carlos Olmedo and Andrew Ward, and Police Officers Keith Winchell, Scot Abrams, Thomas Mitchell, Elaine Mamolite, Daniel O’Sullivan, Troy Patterson and Steven Carroll. The Police Officers were promoted to Detective; the Detectives were promoted from Third Grade to Second Grade.
