District Council 37 Local 983 President Mark Rosenthal said that a rise in out-of-title work by Job Training Participants in the Parks Department was responsible for mid-year budget cuts which will eliminate 15 percent of seasonal workers and reduce 1,468 full-time positions to nine-month jobs.
