City jails overrun by ‘dysfunction,’ report notes

In a damning indictment of the Department of Correction’s new leadership team, the federal monitor overseeing reforms in city jails found that DOC efforts to thwart violence inside lockups has stalled and in some cases even regressed.

The monitor and his team blamed, among other issues, officer absenteeism, a matter that has plagued the department since shortly after the start of the pandemic.
