To the editor:

Of course there is a labor shortage at city agencies and the MTA because the word is getting out that promises made to provide Medicare to retirees are not being kept. Lower salaries were accepted during working years because of promised benefits in retirement. 

If government wants to hire qualified employees, it needs to demonstrate that it keeps its promises to retirees.
