May 3 came and went around City Hall with no sign of a return of the typical pre-pandemic foot traffic of tens of thousands of civil servants back in their offices on a spring day.
The following morning, the streets were largely deserted, and the number of shuttered restaurants in the area was an invitation to the returning workers to pack a lunch.
