Staffers in the City Council anxious about potential layoffs in the new year received a boost last month in the form of a letter of support signed by over a dozen unions, City Comptroller Brad Lander and seven members of the City Council. Under Council staffers' first-ever collective bargaining agreement reached last year, hundreds of union members become at-will employees during a 60-day “reorganization” period at the start of the new City Council term in January.
The Association of Legislative Employees, the union that represents Council staff, has been warning that council members may use the at-will period to fire workers who are active in the union, have filed grievances, challenged the handling of leave requests or have high salaries. The union has held rallies warning council members not to use the period to retaliate against staff and now has the support of many labor partners including the New York City Central Labor Council.
