Declaring the city’s regulations governing sidewalk vendors stale, convoluted and even ruthless, the City Council has drawn up legislation its sponsors said would promote equitable opportunity for people to sell on some of the five boroughs’ most precious real estate.
The lawmakers, who publicized their effort outside of City Hall alongside hundreds of vendors and would-be vendors last Wednesday, introduced four bills they said would level the small-business landscape.
