They proved to be a bad mismatch alongside the desire of both Governor Cuomo and Senate Majority Leader John Flanagan to make his life miserable. They had just one fact working in their favor, but it was decisive: they are two of Albany’s Three Men in a Room, and if there is an issue on which Assembly Speaker Carl Heastie is willing to go to the wall to buck those implacable gentlemen, this wasn’t it.
