Ready or Not, Deadline Looms For Shifting Younger Inmates Off Rikers

Union leaders and other stakeholders say there are too many issues that haven’t been resolved just two weeks before 16- and 17-year-old inmates must be transferred from Rikers Island jails to city youth detention centers.

The state increased the age of criminal responsibility to 18 when it passed the Raise the Age Act last year, requiring the city to move 16- and 17-year-old offenders from Rikers Island to juvenile facilities by Oct. 1. The teens from Rikers will be transferred to Horizon Juvenile Center in The Bronx, which will be jointly run by the Department of Correction and the Administration for Children’s Services.
