The fund-raising scandal surrounding City Comptroller John C. Liu deepened Feb. 28 when his campaign treasurer, Jia “Jenny” Hou, was arrested on charges of fraud after a probe by U.S. Attorney Preet Bharara and the Federal Bureau of Investigation that indicated Mr. Liu may have been guiding some of her illegal actions.
