Mayor Bloomberg is proposing cutting 2,100 jobs, raising school-lunch fees, slashing library funds and raising parking meter prices to offset losses from his plan to sell 2,000 extra taxi medallions, although the cuts could evaporate if the proposed taxi plan is resurrected.
