The former president of a city lifeguard union and two of his deputies violated the union’s constitution by failing to provide union members with information and engage them in union business, the judicial panel of the American Federation of State, County and Municipal Employees ruled last week. As punishment for the violations, the panel issued only a formal reprimand and warning to Peter Stein, the longtime leader of AFSCME Local 508 – the lifeguard supervisors local – as well as to the former secretary-treasurers of the union, Javier Rodriguez and Neil Veloz.
Rank and file members of Local 508 brought more than 20 charges against Stein and five of his allies in which they alleged union leadership repeatedly violated the AFSCME and Local constitution. Members alleged that their union leaders did not regularly hold meetings in 2024, failed to produce financial reports, didn’t provide members with copies of the union’s constitution, didn’t comply with members’ petition to hold a special meeting last summer and more.
