In June 1995, state lawmakers created a pension plan giving a sizable cohort of New York City municipal workers the opportunity to opt in to a 55/25 improved benefit retirement program. The plan would allow incumbent members in Tier 4 to retire at 55 after 25 years of city employment, or at 50 if they had worked 25 years at a "physically-taxing" occupation.
Workers who wanted in had 90 days to file an application or be shut out.
