Citing continued improvements in safety, staffing and behavior management, the federal monitoring team overseeing conditions of adolescent offenders at the Horizon Juvenile Center in the Bronx has concluded that its mission “is complete.”
In its seventh report since monitoring began in 2021, the team documented that the city's Administration for Children’s Services is now in “substantial compliance” with the final provisions of a multi-year voluntary reform agreement.
