Since 2015, while the federal monitor had correction officers in his crosshairs and was preoccupied with gaslighting and scapegoating Department of Correction’s uniformed force, a dystopian “Lord of the Flies” environment proliferated and overwhelmed the jails.
Simultaneously, NYC abdicated its legal authority to keep order, which incapacitated correction officers and left a huge void in power. Without any hesitation the detainee gangs accepted the gift, eagerly filled the void and assumed control.
