To the Editor: The Republicans' loss of the two runoff elections for U.S. Senator in Georgia can be summed up in two words: mail balloting.
No, not because of fraud, but because of the refusal of Republican campaign officials in that state to embrace to the fullest extent mail balloting to encourage their partisans to vote.
