The Department of Parks and Recreation violated city labor law when it unilaterally changed the guidelines for city lifeguard vision tests, the Board of Collective Bargaining ruled. The BCB, which adjudicates disputes between the city and municipal unions, found in November that the city unilaterally instituted a change in 2024 allowing lifeguards to use vision tests from personal doctors to achieve their lifeguard certifications.
The city made this change without bargaining with the two unions that represent lifeguards and lifeguard supervisors, Local 461 and Local 580, both of which are subsidiaries of District Council 37.
