The chair of the City Council’s Oversight and Investigations Committee has called on city administrators to loosen restrictions that hamper agencies from filling vacancies, mandates she said had compromised the city’s ability to provide services.
The city has about 23,000 vacant positions, and the Mayor’s Office of Management and Budget last fall ordered city agencies to reduce the number of vacancies they can fill by 50 percent because of fiscal concerns.
