Cumbersome DOE accounting blamed

“My center went three months without getting paid, for the months of July, August and September of this year,” said daycare worker Barbara Reeves. “We finally received the money that was owed to us, but in October, we only received a half a paycheck and there’s no money that came in to pay us next week.”
