Street vendors, officials press Council to pass long-stalled reform package

Five years ago, Jesse Lopez Martinez and his family started a food truck business in Sunset Park, typically stationing on Fifth Avenue’s commercial strip, between 47th and 48th Street.

But despite securing the necessary permits and licenses, he said, the NYPD has “harassed and threatened” him and his family for the last few months, falsely accusing them of not paying taxes and operating without a proper license — and dismissing the role, economic and otherwise, his business and other mobile food outlets play in the neighborhood.
