ACS Struggling On Child Abuse Despite Reforms; Repeat Cases Rise; Union: Attrition Is Key Factor

The city's child welfare agency has failed to make progress in protecting children from abuse and neglect by several measures, despite having implemented important reforms and strengthened its infrastructure, according to a report released last week.
