On the day nearly five years ago that Police Officers WenJian Liu and Rafael Ramos were murdered by a career criminal, Mr. Liu’s wife, Sanny, arranged to have his sperm preserved so she could eventually fulfill their plan of having a child. Through in vitro fertilization, 31 months later she gave birth to a daughter, Angelina, who is now two.
Under existing state law, however, the girl is not considered a legal heir who would be eligible for Social Security survivors’ benefits, because Mr. Liu did not name her as a beneficiary. It didn’t matter that he would have had no inkling of the need to make such a designation prior to his unexpected death.
