A.: Step 1. Withdraw 100 percent of the "excess" in your account. Instruct the Fire Department Pension Fund to transfer, by Direct Rollover, the taxable portion of the "excess" to your NYCE pre-tax IRA and the tax-free portion of the "excess" to your NYCE Roth IRA.
