Plan to Scrap Program For Gifted, Talented Pupils Spurs Outrage

Mayor de Blasio’s plans to end the gifted-and-talented program and replace it with the broader initiative Brilliant NYC has received intense backlash from parents, unions  and elected officials, with some—notably the United Federation of Teachers—questioning why he announced the changes so close to the end of his tenure.

The de Blasio administration has been working to phase out the gifted-and-talented program, which has been criticized for undeserving black and Latino students. Although 65 percent of kindergartners across the city were black and Latino, they made up just 14 percent of the student population in gifted-and-talented classes.
