Jail Unions: Big Settlements Not Sign of CO Wrongdoing

The city has agreed to four six- and seven-figure settlements since the beginning of the year involving death or injury to inmates at Rikers Island between 2004 and 2010. The Department of Correction says it has moved to discourage violence in the jails, but the leader of its largest union says the situation remains unstable.
