Council to Probe 911 System's Problems During Major Storm

Tropical Storm Isaias, which knocked out power for tens of thousands of city households Aug. 4, was also too much for the city's 911 Emergency dispatch system and its 311 non-emergency information line.

A 60-year-old plumber was killed in the Briarwood section of Queens when the wind toppled a 40-foot oak tree, crushing van in which he was sitting.
