The city Board of Collective Bargaining has taken the rare step of sanctioning a union for bargaining in bad faith, ruling that the Law Enforcement Employees Benevolent Association was not entitled to a second bite at the apple on a contract negotiated by a different union a few months before it took over representation of city Highway and Sewer Inspectors.
