After Weeks of Friction, Council Might Amend 'Diaphragm' Law

The City Council appears poised to revisit a bitterly contested city statute banning the use by police of any maneuver that compresses a person’s diaphragm during an arrest. 

The Council, which overwhelmingly adopted the law in June, appears to have heeded the NYPD’s pronounced objections and even outright hostility to the statute, which some commanders have cited as inhibiting enforcement by officers fearful of being prosecuted.
