Police Commissioner James P. O’Neill promoted 199 uniformed officers, including three Inspectors, and 43 civilian employees Oct. 28 in ceremonies at Police Headquarters.
Edward R. Armstrong was one of three officers promoted to Inspector. He joined the department in April 1987. Currently assigned to the Detective Bureau, he has commanded the Internal Affairs Bureau Professional Development Unit, and IAB Groups 33, 52 and 56.
