Hundreds of thousands of Federal employees stand to lose their civil-service rights due to an executive order signed by President Trump Oct. 21.
It shifts "career positions in the Federal service of a confidential, policy-determining, policy-making, or policy-advocating character" into a new Schedule F category that would be exempt from "the competitive hiring rules and examinations for career positions in the Federal service."
