FDNY firefighters who took the 2022 lieutenant’s promotional exam remain puzzled and frustrated as to why a curve was applied to test results even as the department has started promoting from the resulting list to the supervisory title.
A third and final list from which the promotions are being advanced was created as part of a settlement among DCAS, the FDNY and the test takers that appeared to address firefighters’ concerns. That list was generated in May following a flood of complaints from confused firefighters, their unions and even the department after it became clear that DCAS’s first list had improperly weighed firefighters’ seniority and merit awards and the second list had used a curve. The results on the third and final list was said to reflect scoring as it was described on the examination notice.
