Court says city’s diaphragm compression law is constitutional

Appeals panel turns back police unions’ challenge

City police officers are once again prohibited from using certain types of restraints when making arrests. 

In a decision issued Thursday, a State Appellate Division panel found no conflict with state law and dismissed contentions that City Council legislation prohibiting officers from using techniques that make it difficult for a person to breathe was overly vague.
