The removal of Franklyn "Bubba" Paige as president of Lifeguards Local 461 of District Council 37 under a ruling by its national union's Judicial Panel was a heartening victory for activists in the local who accused him of disenfranchising his rank and file by, among other things, going two years without a single membership meeting.
But while Mr. Paige has been president of the local for 24 years, no one—including the activists—regarded him as much more than a large figurehead. As one of them, Omer Ozcan, told this newspaper's Crystal Lewis, "Local 461 is really run by Peter Stein."
