To the Editor: Judging from the "OSA Pact Takes Small Step To Address Pay Discrepancy for Some" article by Richard Steier (Aug. 20 issue), it's a very small step. By the time Mayor Edward Koch left office in 1989, Administrative Staff Analysts were making 25 percent less than their subordinates. This was the result of a wage freeze that lasted the entire 12 years of Koch's reign.
With the new contract, they are still 25 percent behind their subordinates, according to OSA Chairman Robert J. Croghan.
