To the Editor: On Sept. 15, Mayor de Blasio issued Emergency Executive Order 241 imposing drastic measures and severe discipline on correction officers "in order to address the conditions at DOC facilities."
Ironically, the Department of Correction has been in an unofficial state of emergency since 2014, when de Blasio took office and the progressive downfall of DOC began.
