Ex-Wardens Union Head: Kerik Finds New ‘Team’

When Bernie Kerik was city Correction Commissioner in the late 1990s, he dubbed the group of subordinates who gave their loyalty to him personally rather than the department “the team.”

It held together even after Mr. Kerik left to become Police Commissioner in August 2000, but within three years, as criminal charges were brought against the department’s third-ranking uniformed official, Anthony Serra—who wound up pleading guilty and being sentenced to a year behind bars—and lawsuits charging that favoritism corrupted jail-system management wound up costing the city more than a million dollars, “the team” was disbanded.
