In making the argument April 18 that “at least 500 police officers” now working desk jobs for the NYPD should be shifted to patrol duty and replaced by lower-paid civilian workers, City Councilman Peter Vallone declared, “These officers join to serve and protect, not sort and direct phone calls.”
