Testimony on the second day of a special judicial inquiry into the death of Eric Garner and how the NYPD handled the incident, starting with the attempt to arrest him for selling loose cigarettes, made clear why Mayor de Blasio's administration had sought to delay the proceeding, perhaps until he was gone from office.
