It has been a point of pride for the city Correction Department that it has kept the city jails from turning into coronavirus hot spots despite the potential for infections to spread widely, particularly given that detainees are not known for making the best decisions when it comes to safeguarding their health.
Yet top department officials seem determined to add a "but" to that achievement, as in "proud but stupid."
