Case for Line-of-Duty Benefits

Even as the coronavirus-related daily death rate in New York State consistently topped 700 for much of the past week after a weekend in which it twice fell below 600, there were some encouraging signs that preventive steps were beginning to make a difference.
 
The number of hospitalizations began to level off, and by April 10 there was a slight drop in the number of patients placed in intensive-care units. Much-needed personal protective equipment was more available for the workers who needed it most, and it appeared that the 40,000 ventilators Governor Cuomo had previously said the state might need to treat those with the greatest respiratory difficulty due to the virus was a worst-case scenario that would not come to pass.
