For all the ways in which they are not alike, Bill de Blasio and Michael Bloomberg have a common failing: their intelligence drops by more than a few points when it comes to some racial matters.

Mr. Bloomberg is the one getting most of the attention in this area lately, thanks to a speech he gave at the Aspen Institute five years ago that recently surfaced. It became an untimely reminder of his insensitivity on the impact on the stop-and-frisk excesses of his administration after he thought he’d put that issue behind him with an apology late last year, just before entering the race for President.
