President Trump, perhaps operating from the premise that he's not the only U.S. employee who should be in a sour mood during the holidays, has changed his mind about a pay raise for civilian Federal workers, even as their military counterparts are set to get a 3-percent increase in the coming year.
Two large Federal-employee unions found little consolation in the fact that the canceled wage hike was only going to be 1 percent, with the leader of one calling the broken pledge "demeaning, dishonest and cruel."
