Police Commissioner Raymond W. Kelly named two Deputy Chiefs, one Inspector and four Deputy Inspectors among 245 uniformed upgrades - including 67 Sergeants and 150 Detectives - in ceremonies held at 1 Police Plaza May 30. Mr. Kelly also promoted 84 civilian employees to various titles.
