Joseph DeVincenzo, a city personnel official who hurriedly retired in 1989 amid revelations that he used a program Mayor Ed Koch created to increase the representation of women and minorities in city jobs to give patronage positions to persons who were recommended by the Mayor's political allies, died Dec. 29 at age 78.
The cause of death was amyotrophic lateral sclerosis, commonly known as Lou Gehrig's Disease.
