The city offered 195 civil-service exams during Fiscal Year 2020—51 percent more than during the previous Fiscal Year—but has continued to take longer to process them, a problem that was exacerbated but not primarily caused by COVID-19, according to the Mayor’s Management Report.
During Fiscal Year 2020, which ended in June, the median amount of time between when the Department of Citywide Administrative Services administered a civil-service test and established a hiring list jumped to 299 days, the report showed.
