Lame-Duck Bargaining? IBO Says Contract Cupboard Nearly Bare

As Mayor de Blasio's tenure enters its final six months, the city's Independent Budget Office predicted his successor would have to hit the ground running when it came to addressing union contracts, and would do so without much money in the till.

In an analysis of the Executive Budget prior to agreement on a new spending plan by the Mayor and City Council by June 30, the fiscal watchdog reported "roughly 39 percent of all city employees" will be "working under expired labor agreements" by the end of this year.
