After several news outlets earlier this summer reported that a Russian program to pay bounties to members of the Taliban who killed American soldiers stationed in Afghanistan had been disclosed to President Trump in his written Daily Brief daily in February, Congressman Max Rose introduced a bill to require the U.S. State Department to determine within 90 days and report back to Congress whether the Russian Federation should be designated as a State Sponsor of terrorism.
He also stated then, "Failing to respond to Russian bounties on American soldiers is an utter failure of leadership at the highest of levels."
